[eDebate] 19 rounds of judging available at the NDT

Hello. Weber State has 19 rounds of available judging for the NDT.  The rounds will be covered by some combination of me, V, foy, and tews.  All critics have judged a significant number of rounds this year. 100% of the monies generated through judging will be used to defray the expenses of attending the NDT.
