[eDebate] Kentucky entries frozen and prefs are ready for entry

Deadline for the prefs will be posted soon.  If you are unfamiliar with
ordinal ranking, you should start earlier rather than later.

 

As a point of clarification, ties are allowed, but using the defaults in
the system will automatically break ties.
