[eDebate] whitman november policy tournament

I've added jv division to the whitman november tournament.

we'll need to get a sufficient entry to make that a go--but if we can do it, 
we will do it.

THE TOURNAMENT IS FREE--INCLUDING BREAKFAST, LUNCH, AND DINNER EACH DAY--for 
all teams attending outside of washington state.
PLUS FREE SHUTTLE SERVICE from the pasco or walla walla airport and to and 
from the tournament hotel.
