[eDebate] App State Entries and Prefs

App State entries have been closed. Any changes from here on out
should be sent to me.

I have also activated prefs. We are using ABC/no strikes and will
rotate the placement by division (this is the same system as at
Vandy). Prefs that are done by noon tomorrow will count for round 1.
