[eDebate] CEDA Meeting/Eliminating Regions

Perhaps this will generate webcam traffic.  The CEDA Summer meeting is
in day 2 and right now we are hearing a recommendation from Jeff Jarman
to eliminate CEDA's current Regions and replace them with self-selecting
Conferences.
