cuz the neg-case had an alternative and presumption goes aff when there's
an alt otherwise the neg could always run "CP: Do the aff" and always win
actually there are smarter more detailed explanations for why presumption
switches aff when there's a counterplan/counteradvocacy in the debate but
they're probably written by old people.
