[eDebate] Judge constraints and other changes

We have downloaded all of the constraints recorded on Bruschke's website
as well as those communicated directly to me.  If you have any doubts as
to whether you have communicated constraints in one of these ways,
please confirm them prior to Friday morning.  All other revisions to
teams or judges should be sent to me ASAP.
