FIRST VOTE (number of first place votes for each area):

Genetic Engineering: 17 votes
Middle East: 31 votes
Democracy Promotion: 3 votes
Proliferation: 19 votes

So, the three votes for democracy were transfered to the second
choice, and the vote was recalculated


SECOND VOTE (number of first place votes for each area):

Genetic Engineering: 18 votes
Middle East: 32 votes
Proliferation: 20 votes

So, the 18 votes for genetic engineering were transfered to the next
available choice, and the vote was recalculated


THIRD VOTE (number of first place votes for each area):

Middle East: 43 votes
Proliferation: 26 votes

** note: 1 school only voted for genetic engineering--that left
only 69 ballots for the final count.
