[eDebate] Cap Cities/Catholic University Entries

On-line entry at debateresults is now open for the Cap Cities and
Catholic University Tournaments.  Although you can enter teams in all
three divisions from the same tournament entry screen, please note that
the Cap Cities Tournament will be using MPJ and is not ADA sanctioned.
The JV/Novice divisions are ADA sanctioned and will be using random
judging with an appropriate number of strikes.
