[eDebate] Ranking Teams for Purpose of Presets

i did not mean to insult app state or piedmont, i apologize if it appears
that way, my point is that the people who come to national tournaments are
not just northwestern michigan and dartmouth and some teams that are aiming
to compete at these tournaments as they build their programs to the level of
the michigans and dartmouths should also be included in the thinking about
ranking.sorry for the confusion and harsh sound of it.
