[eDebate] Kentucky prefs question

Since a couple of people asked the question, you should rank ALL judges
(except those that are constrained).  In the categorical system, there
was special treatment for judges left blank where they were wildcard
matches.  As a result some teams left judges blank on purpose,
considering them to be super-1's.  That will not be the case in this
system.
