[eDebate] Can we allow non college studnets to compete alongside college studnets at ceda sanctioned tournament

we are considering opening our local college tournaments to non college
studnets. I cant find anything that would say this is illegal or against the
rules, but i wanted to know if it was allowed. Certainly they dont get
points, does their eligibility clock start at that time, etc?
