How about limiting the topic by the USFG agency dealing with the issue? 
Something like:

Resolved: that the United States Federal Government should replace the legal 
principle of X as embodied in (Supreme Court case X) and as currently enforced 
by X (INS, IRS, FBI or agency of your choice) with new legislation.


Just a thought.
