"alternative actor/agent counterplans illegitimate" is defensive?  
really?  as opposed to "game over"?
 
and this isn't a debate round.  
it's a discussion about the possibility of a resolutional actor other than the USFG for the first time in a while and about how folks conceive of ground when evaluating resolutional wordings.
