[eDebate] CEDA Nats and judging

I agree that this rule should be interpreted as Josh suggests in order to
minimize the free rider problem, but my main question is how is this rule
going to be "enforced" at this years CEDA nats.  Will everyone be obligated
for 4 rounds (and have an equal chance of judging those 4 rounds) or will
there be some distinction between those that are "really" obligated for 4
rounds versus those that are only "technically" obligated (as Sue
suggests)?  I think this could have an impact on how people fill out their
pref sheets, so an answer from the powers that be would be appreciated.
