[eDebate] CEDA Final Round Judge Rep from Southeast Region....

Hi folks, as the SE Regional CEDA Rep, it is my charge to appoint a judge 
for the final round of CEDA. I would rather not just appoint someone. 
Rather, I think we should nominate people and then vote. Send in those 
nominations and then we can do a vote via email.
