[eDebate] new model, new tournament

This is fantastic news.

If each existing program that was interested in helping grow regional debate
would follow this lead we could increase the number of debate oppurtunities
available to students by leaps an bounds.
As usual kudo's to neil for being innovative, community minded, and
insightful.Now who is next to announce a new local area tournament?...
