[eDebate] ndt points, draft 1

hi all

i've posted the ndt fall ranking report BUT note that it needs 3 adjustments:
1. cc rankings need to be included
2. whitman and berkeley tournament checks so that elim points aren't counted for the host schools
3. app. state results need to be entered
--i plan to do those tomorrow, wed, dec. 13

if you see any other errors, email me with a specific description of the error.
