[eDebate] Laramie october tournament cancelled

We are unable to host our October 14-15 tournament.  Sorry to any who might 
have been interested.  Rather than squeezing in somewhere else on a tight 
and excellent tournament schedule, we're just going to cancel the tournament 
and defer to any other team in D9/RM region who wishes to host.  If nobody 
does, then there are other out-of-region tournaments that will be great 
tournaments.
